Dr. Ashley Carver is an Associate Professor in the Department of Criminology at Saint Mary’s University, located in Halifax, Nova Scotia. Her work focuses on counter-terrorism policies, comparative criminal justice systems, and the normalization of social control strategies. She holds a PhD in Criminology from the University of Melbourne (2011) and a Master’s in International Criminal Law from Katholieke Universiteit Leuven (2001).
Her research critically examines anti-terrorism laws and their societal impacts, particularly in Australia and Canada. Key themes include legislative definitional challenges, the role of parliament in security governance, and the creep of security measures into everyday life. Recent publications analyze policy frameworks for defining terrorism, comparative case studies of terrorist incidents, and the normalization of state surveillance.
Carver has presented at major conferences such as the International Symposium on Victimology (2000), the ANZSOC Conference (2005-2006), and the Congress of the Humanities (2018). Her work frequently critiques the balance between security and civil liberties, with a focus on preventive detention policies and panicked legislative responses to terrorism.
