Armand Makowski is a Professor of Electrical and Computer Engineering at the University of Maryland at College Park, with a joint appointment at the Institute for Systems Research. He holds a Ph.D. in Applied Mathematics from the University of Kentucky (1981) and has been on the faculty since 1981. His research focuses on communication network modeling, wireless resource allocation, queueing systems, stochastic processes, and random graph theory. He served as a Program Officer at the NSF (2019–2022) and held visiting roles at institutions such as INRIA, IBM Watson, and the Hebrew University of Jerusalem.

Research interests include TCP modeling, web caching, wireless networks, and applications of random graph models. He co-founded the Center for Satellite and Hybrid Communication Networks. Awards include IEEE Fellow (2006), NSF Presidential Young Investigator (1984), and Lady Davis Trust Fellowship (2014–2015).
Grants and advising: Led NSF-funded projects on mobile wireless networks and random graph modeling. Collaborated on studies of network connectivity, caching systems, and ant routing algorithms. Active in interdisciplinary research bridging stochastic systems and network dynamics.
