Anne Clunan is an Associate Professor of National Security Affairs at the Naval Postgraduate School (NPS) and a Faculty Affiliate at the Center for International Security and Cooperation (CISAC) at Stanford University. She specializes in the intersection of economic globalization, emerging technologies, and national security, with particular expertise on Russia, Ukraine, and China. Her research focuses on great power competition, international change, and the evolving dynamics of sovereignty and law of armed conflict.
Clunan earned a Ph.D. in Political Science from the University of California, Berkeley, and a B.S.F.S. from Georgetown University. Her professional experience includes leadership roles in 26 countries transitioning from communism, work in the U.S. Senate, State Department, and British Parliament, and advisory positions such as the International Working Group on Russian Sanctions (chaired by Andrii Yermak and Mike McFaul). She has directed initiatives like the Program on Advanced Systems and Concepts for Countering WMD and the Center on Contemporary Conflict.
Her research interests are reflected in her teaching, including courses on Global Political Economy, Science and Technology in Geostrategic Conflict, and Russian Foreign Policy. Key thematic areas include sanctions, WMD proliferation, and the strategic implications of emerging technologies. Clunan’s publications span prestigious outlets like Oxford, Stanford, and Johns Hopkins University Presses, examining Russia’s resurgence, ungoverned spaces, and biosecurity policy.
Her scholarly contributions emphasize the role of technology and status competition in world politics. Major works include The Social Construction of Russia’s Resurgence and edited volumes such as Ungoverned Spaces: Alternative Governance in an Era of Softened Sovereignty. Awards include the Velvet Revolution Award and the DTRA Director’s Award for Outstanding Service.
