Anna-Maria Hubert is an Assistant Professor at the Faculty of Law, University of Calgary, specializing in public international law with a focus on the law of the sea, international environmental law, and the legal implications of emerging technologies. She is also an Associate Fellow at the Institute for Science, Innovation and Society (InSIS) at the University of Oxford and serves as Principal Investigator for the Geoengineering Research Governance Project, a collaborative initiative between the University of Calgary, IASS-Potsdam, and the University of Oxford.
Her educational background includes an LLB from the University of Calgary (2005) and a BSc in Physiology from the same institution (2000). She is currently completing her doctorate at the University of Bremen, Faculty of Law, where she previously held a research associate position through the Bremen International Graduate School for Marine Sciences (GLOMAR) and MARUM Centre for Marine Environmental Sciences from 2010 to 2013.
Professor Hubert's research examines progressive developments in marine scientific research under the law of the sea, with particular attention to legal and practical implications for marine environmental protection. Her work on geoengineering governance has established her as a leading expert in this emerging field, where she analyzes the complex legal frameworks necessary to regulate climate intervention technologies. She has advised governments, treaty bodies, intergovernmental organizations, and scientific institutions on geoengineering regulation since 2013.
Analysis of her 15 most recent publications reveals a consistent focus on the intersection of environmental law, marine science, and emerging technologies. Her work increasingly addresses geoengineering governance frameworks, with particular attention to ocean-based interventions and solar radiation management techniques.
