Anna Holzscheiter

Anna Holzscheiter is a Professor of International Politics at Technical University Dresden (since 2019) and former Head of the WZB & Freie Universität Berlin Research Group on Governance for Global Health. Her academic career includes roles such as Assistant Professor at Freie Universität Berlin (2015–2019) and a John F. Kennedy Memorial Fellowship at Harvard University (2014–2015). She holds a PhD from Freie Universität Berlin (summa cum laude) and an MA from the University of Westminster.

Her research focuses on Global Governance, Global Health, Discourse Research, Norm Theory, and Human Rights. Key interests include the dynamics of international organizations, normative frameworks in global health, and the role of civil society in shaping international policies. She has led projects on governance architectures, institutional fragmentation, and child rights advocacy.

Her scholarly work spans peer-reviewed journals like Review of International Studies, Cambridge Review of International Affairs, and The Lancet. Notable publications address metagovernance norms in global health, norm collisions in international drug control, and child rights advocacy strategies.

Her research has engaged with institutions such as the World Health Organization, UNICEF, and the Global Fund. She contributes to interdisciplinary dialogues on policy coordination, institutional effectiveness, and the interplay between discourse and power in global governance.
