Anna Haines

Anna Haines is a Professor and Center Director at the University of Wisconsin-Stevens Point’s College of Natural Resources (CNR) and a Land Use Specialist with the UW-Madison Division of Extension. She holds a Ph.D. in Urban and Regional Planning from the University of Wisconsin-Madison.

Her research focuses on planning and community development through an environmental lens, addressing topics like sustainable zoning, land division in amenity-rich areas, and climate change impacts on county forests. Her extension work emphasizes comprehensive planning tools, sustainable communities, and property rights. She co-developed a sustainable communities course for the North Central Extension Region and Foundation of Practice.

Key contributions include creating resources like the Plan Commission Handbook and Zoning Board Handbook, and leading projects on groundwater planning, utility-scale solar suitability, and small city responses to public emergencies. She is affiliated with the Center for Land Use Education (CLUE) and actively engages in training workshops for planners and zoning officials.
