Anita Plummer is an Associate Professor of African Studies at Howard University and currently serves as the Associate Director of Research and Faculty Engagement at the Center for Women, Gender and Global Leadership. She holds additional affiliations with the Walsh School of Foreign Service at Georgetown University through the Africa-China Initiative (ACI) Research Working Group. Her expertise spans African political economy, transnationalism, and Sino-African diplomatic and trade relations, with a focus on grassroots agency and power dynamics.
Plummer earned her Ph.D. and M.A. in African Studies from Howard University (2012, 2008) and a B.A. in English from Goucher College (2007). Her Mellon post-doctoral fellowship at UCLA and pre-doctoral work at the University of Virginia’s Carter G. Woodson Center highlight her deep engagement with language in education policy and critical theory.
Her research investigates how everyday Africans negotiate Chinese state narratives, exemplified in her book Kenya’s Engagement with China (2023). She co-convenes the ACI’s ‘Demand, Disruption, and Transformation’ initiative, emphasizing marginalized voices in digital geopolitics. Her teaching portfolio includes courses on contemporary Africa, Sino-African relations, and gender theory, blending interdisciplinary approaches with decolonial frameworks.
Plummer’s activism includes organizing international solidarity tours with students and activists to Southern Africa, addressing issues like police brutality and post-colonial justice. She has served on the board of the Environmental Investigation Agency and contributed to the U.S. Africa Network. Her 2021 Outstanding Teaching Award reflects her commitment to pedagogy and mentorship.
