Dr. Angela Carter is an Associate Professor in the Department of Political Science at Memorial University of Newfoundland, holding the Canada Research Chair in Equitable Energy Governance and Public Policy. She is also a Senior Associate at the International Institute for Sustainable Development (IISD). Her research focuses on environmental policies surrounding Canadian fossil fuel development and international climate policy approaches, emphasizing equitable energy transitions.
Education: BA Hons (University of Ottawa), MA (Carleton University), MA and PhD (Cornell University).
Research interests include climate crisis policy, fossil fuel governance, energy transitions, and comparative environmental politics. She explores topics like supply-side climate policies, fossil fuel phase-outs, and community mobilization against resource extraction. Recent courses taught include 'Governing a World in Climate Crisis' and 'Energy at a Crossroads.'
Key publications include Fossilized: Environmental Policy in Canada's Petro-Provinces (2020), which won the 2021 Donald Smiley Prize. Her work analyzes policy frameworks for reducing fossil fuel dependency, including studies on Denmark's oil extraction bans and Ireland's climate strategies.
