Dr. Anette Stimmer is a Lecturer at the School of International Relations, University of St Andrews, and an Associate Member of Nuffield College, University of Oxford (2023–2026). Her research focuses on how normative beliefs influence foreign policy decision-making and how decision-makers shape international law and norms in organizations like the UN Security Council (UNSC) and African Union (AU).
Dr. Stimmer holds a PhD in International Relations from the University of Oxford (2019). Her work bridges International Relations theory, legal studies, and methodological approaches including content analysis, elite interviews, and surveys.
Research Interests:
- Norm contestation in international security and human rights policy
- Interplay between norms, morality, and principles in decision-making (e.g., Brexit rebellion analysis)
- Informal rules in international organizations, such as drafting privileges in the UNSC and AU
