André W. Heinemann

Professor André W. Heinemann holds the Chair in Federal and Regional Financial Relations at the University of Bremen's Faculty of Business Studies and Economics. He leads the Department III: Regional Development and Fiscal Policy at the Institute Labour and Economy (iaw) in collaboration with the Bremen Chamber of Labor. Previously, he served as a Junior Professor (2013–2017) and has held a Visiting Professorship at Kyiv National Economic University since 2018. His research focuses on fiscal federalism, intergovernmental financial relations, and regional development policy.

• Vertical/horizontal fiscal relations between German states
• Effects of centralized vs. decentralized fiscal policies
• Urban transport infrastructure financing
• Institutional reform of federal financial systems

His work emphasizes practical policy solutions for fiscal governance challenges in multi-level systems.

Teaching: Offers courses in public finance, regional economics, and fiscal policy at both undergraduate and graduate levels, including international programs at KNEU.

Projects: Leads initiatives on platform economies in Bremen, evaluation of environmental research programs, and municipal finance strategies.
