Andrey Chugunov is an Associate Professor at ITMO University's Institute of Design & Urban Studies, where he serves as Head of the eGovernment Center since 2009 and established the Department of State Information Systems Management in 2011. He also holds a part-time associate professor position at St. Petersburg State University's Department of Information Systems in Art and Humanities since 2009. With a PhD in Political Science from Saint Petersburg State University (2000), his career spans academic, governmental, and nonprofit sectors.
