Andrew Horton

Andrew Horton serves as a Visiting Senior Research Fellow at the Centre for Science & Security Studies within the Department of War Studies, School of Security Studies, Faculty of Social Science & Public Policy at King's College London. He concurrently holds a senior technical policy advisory role in the UK Government’s Export Control Joint Unit and Counter-Proliferation and Arms Control Centre, with over two decades of experience across multilateral export control regimes and counter-proliferation initiatives.

His research critically examines missile non-proliferation frameworks, arms control mechanisms for strategic weapon systems including nuclear and space-based platforms, and the evolving landscape of space security and weaponization. He investigates the integration of technical intelligence into counter-proliferation strategies and analyzes synergies between export controls and broader arms control approaches, with particular expertise in missile defence systems and non-proliferation technical policy.

Andrew leads the UK technical delegation to the Missile Technology Control Regime (MTCR) and chairs its Technical Experts Meeting, while also representing the UK at the Nuclear Suppliers Group. His policy work spans all four Multilateral Export Control Regimes, supported by practical experience in satellite imagery analysis for verification purposes. He regularly advises government and industry on space security proliferation risks and delivers specialized instruction as a guest lecturer for Cranfield University’s Ballistic and Cruise Missile Technology course.

Based at King's College London’s Centre for Science & Security Studies, he engages in international outreach through training programs for governments and organizations worldwide, focusing on strategic trade controls and non-proliferation capacity building.
