Andrew F. Popper is a distinguished Professor at American University's Washington College of Law, where he teaches torts, administrative law, government litigation, and advanced administrative law. He has served as Associate Dean for Academic Affairs and has chaired the law school admissions committee for nearly two decades. Popper is the director of the law school's Integrated Curriculum Program and faculty advisor to the Administrative Law Review.
Professor Popper specializes in Administrative Law, Law and Government, Products Liability, and Torts and Compensation Systems. His scholarly work focuses on regulatory policy, civil justice reform, and the intersection of administrative law with contemporary governance challenges. He has testified before more than 40 state and federal congressional committees and authored amicus curiae briefs before the United States Supreme Court.
His recent publications demonstrate a continued focus on administrative law, tort reform, and civil justice issues, with significant contributions to understanding judicial review, federalism, and access to courts. Professor Popper has served as a consumer rights advocate and pro bono counsel for the Consumers Union of America. His career reflects a commitment to both scholarly excellence and practical legal advocacy.
Before his academic career, Professor Popper served in the United States Marine Corps, with multiple combat deployments during the Vietnam War, after which he transitioned to an intelligence unit. His military experience appears to inform some of his later scholarship on military justice issues, including his work on the Feres doctrine.
