Parthenia Dinora serves as Executive Director of the Virginia Commonwealth University Partnership for People with Disabilities , a federally designated University Center for Excellence in Intellectual and Developmental Disabilities (UCEDD) within the School of Education . With 19 years at the Partnership, she has led research, evaluation, and program development initiatives focused on community living and self-determination for individuals with intellectual/developmental disabilities (IDD). Ph.D. in Public Policy and Administration (VCU) Master of Public Administration (VCU) B.A. in Sociology (University of Mary Washington) Her research focuses on: Community services and supports for IDD populations Family decision-making processes Intervention development for independent living Disability policy implementation Wellness indicators for IDD individuals Recent publications (2020-2021) demonstrate methodological diversity including intervention efficacy testing ( LEAP program ), machine learning applications for participation patterns, and longitudinal outcome measurement. These works span disciplines like Disability Studies, Public Health, and Social Science, emphasizing community integration and abuse prevention. Scientific recognition includes: NIDILRR Field-Initiated grants (2018, 2021) Department of Justice award for healthy relationships research 2021 elevation of the Partnership to university-level research center Over five years, Dinora secured $11 million+ in external funding. Her work combines academic research with lived experience as a parent of a child with developmental disability, driving her commitment to inclusive community living.
