Dr. Cho's research focuses on Human Resources Management, Digital Government, Performance Management, Law Enforcement Organizations, and Asian Public Policy. His work examines how public organizations can enhance performance through effective HR practices, digital transformation, and citizen engagement. He investigates the complex relationships between employee voice, organizational performance, and competing stakeholder demands, as well as the challenges of implementing digital government initiatives in different cultural contexts. His publication record demonstrates consistent output in top-tier journals including the Journal of Public Administration Theory and Research (JPART), Public Administration Review (PAR), and Government Information Quarterly (GIQ). Recent work addresses critical contemporary issues such as AI risk management in the public sector, digital leadership competencies, and the impact of public service motivation on staff shortage perceptions.
