Shannon P. Carcelli is an Assistant Professor in the Department of Government and Politics at the University of Maryland, College Park. She specializes in international political economy and U.S. foreign policy, with a focus on legislative and bureaucratic institutions shaping foreign aid and sanctions policies. Her research examines how congressional dynamics influence bureaucratic fragmentation in foreign aid allocation, as detailed in her book manuscript Competing for Foreign Aid: The Congressional Roots of Bureaucratic Fragmentation . Carcelli holds a PhD in Political Science from the University of California San Diego and a BA from Carleton College. She has held postdoctoral and visiting roles at Princeton University’s Niehaus Center for Globalization and Governance (2018–2019) and the George Washington University Institute for Security and Conflict Studies (2023). Her research interests include bureaucratic politics, sanctions effectiveness, and the intersection of legislative processes with foreign policy implementation. Recent work analyzes trade policy polarization, aid sanctions spillovers, and UN Security Council subsidiary bodies. She has contributed to major journals like the American Journal of Political Science and Journal of Politics .
