Warren Plugge

Warren Plugge is a Professor of Construction Management at Central Washington University (CWU), specializing in civil construction project management, education innovation, and infrastructure engineering. He holds a Ph.D. in Education and Human Resource Studies with a concentration in Civil Engineering and Construction Management from Colorado State University (2007), along with M.S. (2003) and B.S. (1994) degrees in Construction Management from the same institution.

His research focuses on evidence-based project delivery systems, construction education methodologies, and lean construction strategies. Notable projects include developing hands-on laboratory frameworks for concrete testing, creating active learning games for integrated project delivery, and advancing BIM/4D scheduling integration in academic programs. He has also pioneered outreach initiatives like the Kids in Construction (KIC) program to promote STEM careers in construction.

Teaching responsibilities include courses on blueprint reading, heavy civil contract law, construction estimating, pavement design, and survey lab techniques. His work emphasizes bridging theory and practice through industry collaboration, with a focus on improving internship outcomes and student competencies in real-world environments.
