Volker M. Haug

Volker M. Haug is a Professor of Public Law at the Ludwigsburg University of Public Administration and Finance since 2019, with expertise in constitutional, European, and media law. He also serves as Managing Director of the Ludwigsburg Democracy Institute, founded in 2023. Earlier, he held management roles in the Baden-Württemberg state administration (1995–2017) and taught as an honorary professor at the University of Stuttgart.

• Education: Doctorate in parliamentary law under Ferdinand Kirchhof (Tübingen), Second State Examination in Stuttgart.

His research focuses on constitutional law, media law, and participation frameworks in governance. A notable publication includes his 2024 habilitation monograph on Participation Law, addressing legislative and democratic processes. He co-edits the online journal Ordnung der Wissenschaft and contributes to higher education law discourse.

Professional affiliations include the German Society for Legislation, German Jurists' Association, and International Jurists' Commission. He has served as an examiner for state law examinations in Baden-Württemberg since 2012 and leads the Ludwigsburg Democracy Institute.
