Victoria Finn is a Research Fellow at the University of Oslo's Institute of Statistics and a Max Weber Fellow at the European University Institute. Her research focuses on international migration, governance, and democracy, with a regional emphasis on Latin America. She holds PhDs in Political Science (Universidad Diego Portales, Chile) and Humanities (Leiden University, Netherlands), and an MA in International Affairs from The George Washington University.
Her work explores migrant voting rights, citizenship policies, and transnational political participation. Notable awards include the 2022 APSA Best Dissertation Award and a 2021 LASA honorable mention. Finn has taught courses on migration, political behavior, and research methods at multiple institutions, including the University of Oslo.
Her recent articles analyze migrant voting intentions, comparative citizenship policies, and the impact of pandemics on mobility governance. She is affiliated with the Comparative Institutions and Regimes (CIR) research group and serves on the ECPR Standing Group on Migration and Ethnicity.
