Steven Blockmans is a Senior Research Fellow at the Centre for European Policy Studies (CEPS), Senior Fellow at the International Centre for Defence and Security (ICDS), and Visiting Professor at the College of Europe (Bruges & Natolin). He serves as editor-in-chief of the European Foreign Affairs Review and frequently comments on EU affairs in major media. His roles include past tenures as a professor at the University of Amsterdam (2012–2022), head of research at the Asser Institute (2010–2012), and visiting professor at the University of Leuven (2010–2014).
Research focuses on EU foreign, security, and defense policy, including European defense union initiatives, institutional reform, and global governance. He has authored/co-edited over 20 books, including seminal works on the EU’s Common Foreign and Security Policy and the European Neighborhood Policy’s evolution. His advisory work includes high-level task forces on the European Defence Union (2015) and the European External Action Service (2021).
Blockmans has testified before the European Parliament and UK House of Commons, contributed to track 1.5 EU-Russia diplomacy, and supported legal approximation projects in Albania (2007–2009). His expertise spans EU integration dynamics, regional security, and transatlantic relations.
