Stephen R. McAllister is the E.S. & Tom W. Hampton Distinguished Professor of Law at the University of Kansas School of Law. He previously served as the law school's dean (2000–2005) and as the first Solicitor of Kansas (1999–2003). A renowned appellate lawyer, he has represented Kansas in landmark Supreme Court cases like Kansas v. Ventris (2009) and Bond v. United States (2011). He has held roles as U.S. Attorney for Kansas (2018–2021), Supreme Court clerk for Justices Byron White and Clarence Thomas, and judge clerk for Richard Posner.

Research focuses on constitutional law, federalism, free speech, and Supreme Court history. Notable publications include State Constitutional Law: The Modern Experience (2010 casebook) and works analyzing judicial history and federal legal institutions.
