Shaoming Cheng is an Associate Professor and MPA Program Director in the Department of Public Policy and Administration at Florida International University's Steven J. Green School of International and Public Affairs. He holds a PhD in Public Policy from George Mason University and researches entrepreneurship policy, spatial econometrics, regional economic development, and disaster recovery. Funded projects include NSF, USDA, and Lincoln Institute grants.
Cheng's work analyzes firm location decisions, small business finance, local fiscal policies, and post-disaster resilience (e.g., Hurricane Katrina). Recent articles (2008–2018) employ spatial modeling to examine inter-city competition, government debts, and regional innovation systems. Awards include the APPAM Best Dissertation Award (2006) and Tiebout Prize (2005). He directs the MPA program and serves on academic committees.
