Scott Moore is a Practice Professor of Political Science at the University of Pennsylvania's School of Arts & Sciences. He serves as Director of China Programs and Strategic Initiatives at Penn Global and Senior Advisor to The Water Center. His work bridges China studies, environmental policy, and security, with focus on water security and biotechnology. He leads Penn Global’s research engagement programs and oversees initiatives in China, India, and Africa.
Dr. Moore holds a PhD and MPhil from Oxford University (Rhodes Scholar) and a BA from Princeton. His career includes roles at the World Bank, U.S. Department of State (focusing on climate diplomacy), and Harvard’s Belfer Center. He has authored two Oxford University Press books analyzing transboundary water conflicts and China’s global technological rise.
His research appears in Nature, Foreign Affairs, and The New York Times. Awards include the Rhodes Scholarship, Truman Scholarship, and multiple international affairs fellowships.
