Dr Sameen A. Mohsin Ali is Associate Professor in International Development at the International Development Department (IDD), School of Government, University of Birmingham. She previously served as Assistant Professor of Political Science at Lahore University of Management Sciences (2018-2021). Her research focuses on bureaucratic politics, state capacity, and donor programming in hybrid regimes like Pakistan, with additional interests in citizen-bureaucrat interactions and public health education.

Her work examines how patronage-based bureaucratic appointments embed hybridity in Pakistan’s institutions, published in World Development, The Lancet, and Journal of Behavioral Public Administration. She co-edited the textbook The Politics of Development (SAGE, 2024) and leads the Women in Public Service in Pakistan Oral History Archive. Sameen is a fellow at the Mahbub-ul-Haq Research Centre and part of the AHRC GCRF-funded EdJAM network (2020-2025) studying teaching violent pasts in countries like Pakistan, Cambodia, and Colombia.
Recent projects include analyzing disinformation dynamics in Asia-Pacific and advising the World Bank, Australian High Commission, and FCDO Pakistan. She has supervised doctoral candidate Rodas Elias and served as MSc International Development Programme Director at Birmingham.
