Robin Kempf

Robin J. Kempf is an Associate Professor in the College of Public Service at the University of Colorado Colorado Springs. She holds a Ph.D. in Public Administration from the University of Kansas and a JD from the same institution, with a BA in American Studies from Brandeis University. Her professional background includes over a decade of service in the state of Kansas in roles such as Kansas Supreme Court clerk, Kansas Legislative Auditor, Associate Counsel for the Kansas Board of Regents, and Inspector General for the Kansas Medicaid program.

Her publications examine the effectiveness of Inspector General systems, corruption control, healthcare policy equity, and collaborative governance challenges. She authored the book The Power of Accountability: Offices of Inspector General on the State and Local Level (2020). Her recent articles highlight trends in Medicaid coverage, safety protocols in hospitality, and cross-national comparisons of oversight agencies.
