Dr. Paul Cotae is a Professor and Chair of the Department of Electrical and Computer Engineering at the University of the District of Columbia (UDC), leading the Ph.D. Program and directing the SEAS Research Center since 2022. He holds a Ph.D. in Telecommunication from the Polytechnica University of Bucharest and advanced degrees in Applied Mathematics (University of Colorado Boulder) and Electronics & Telecommunication (Technical University of Iași).
His research focuses on artificial intelligence, machine learning, cybersecurity, and digital communications, with notable contributions in anomaly detection, intrusion prevention, and wireless sensor networks. Dr. Cotae has been awarded the Honorable Ronald H. Brown Distinguished Leadership Award (2024), Lifetime Achievement Award (2023), and is a Fellow of the Washington Academy of Sciences (2023). He has secured grants from the National Science Foundation, NASA, and the Department of Defense, among others.
His recent publications emphasize multi-agent decision-making algorithms, cybersecurity threat analysis, and AI-driven solutions for public health challenges. He teaches courses such as Advanced Digital Communications and Reinforcement Learning, mentoring the next generation of engineers through interdisciplinary collaboration and cutting-edge research.
