Parker Baxter

Parker Baxter is a Scholar in Residence and Director of the Center for Education Policy Analysis (CEPA) at the University of Colorado Denver School of Public Affairs. With two decades of experience in education systems leadership and policy, he has held diverse roles including district/state administrator, charter school authorizer, legislative counsel, attorney, and teacher.
