Mark Rhinard is a Professor of International Relations at Stockholm University, with a focus on institutional contexts of international cooperation and transboundary security threats. He earned his MPhil and PhD from Cambridge University, previously taught at Oxford, and held postdoctoral positions at Leiden University. As director of the Graduate School of International Studies, he leads several internationally-funded research projects, while also serving as Research Director at the Swedish Institute of International Affairs (UI) and external advisor to the European Policy Centre in Brussels.
His research explores how institutions address security challenges including:

- Pandemics
- Climate adaptation
Recent publications analyze EU crisis governance, vulnerability approaches in European disaster systems, and the intersection of risk and security in climate policy. His work bridges academic theory with practical policy through:
