Leonid Kosals is Professor at the Centre for Criminology and Sociolegal Studies, University of Toronto, with cross-appointment to the Centre for European and Eurasian Studies. His scholarship examines corruption in post-communist law enforcement systems.
Research analyzes police misconduct patterns, institutional corruption mechanisms, and law enforcement interactions with shadow economies across Eastern Europe. Empirical studies examine professional culture distortions and reform challenges in transitional societies.
Additional interests include innovation in criminal justice systems and comparative analysis of crime control policies. Fieldwork encompasses Russia, Kazakhstan, Bulgaria, and Latvia.
