Katie Boyle

Professor Katie Boyle is a Professor of Human Rights Law and Social Justice at the University of Strathclyde. Previously a constitutional lawyer with the Government Legal Service for Scotland, her work focuses on legalizing economic, social, and cultural rights (ESC rights) within constitutional frameworks. She has advised on UK and international constitutional reforms, including contributions to the Chilean constitutional convention and the UN’s 75th anniversary of the UDHR. Her research emphasizes participatory methods to enforce rights for marginalized groups.

Her key publications include Economic and Social Rights Law (2020) and Access to Social Justice (2024 co-authored), addressing systemic accountability gaps in human rights. She has held roles in the First Minister’s Advisory Group on Human Rights Leadership and advised the Scottish Government’s Human Rights Bill Team.

Research interests include ESC rights’ justiciability, subnational devolution as a reform tool, and intersectional impacts of rights violations on groups like women, ethnic minorities, and the disabled. She employs emancipatory interdisciplinary approaches to bridge legal frameworks and marginalized communities.

Key grants include the £338K Nuffield Foundation-funded Access to Justice for Social Rights (2023-2024) and the Scottish Graduate School of Social Science Doctoral Partnership (2024-2030). Her collaborative projects address Scotland’s human rights framework globally and systemic injustice remedies.
