Kathleen A Moore is a Research Professor at the University of South Florida, affiliated with the Florida Mental Health Institute (FMHI). Her work focuses on substance abuse treatment, criminal justice reforms, and public health policy. She holds a Ph.D. from Kent State University (1995), an M.A. from Kent State (1991), and a B.A. from the University of Massachusetts Amherst (1985).
Her research interests include drug court evaluations, addiction treatment outcomes, and the intersection of mental health and criminal justice systems. She has led multiple federally funded projects, including evaluations of drug treatment courts and veteran treatment programs funded by NIH (NIDA) and SAMHSA. Notable projects include the Evaluation of Hillsborough County Family Dependency Treatment Court (2017–2022) and the Institute for Translational Research in Adolescent Behavioral Health (2017–2023).
Moore has received awards such as the USF Diversity Award (2016) and the Community Scholars Fellowship (2013). Her teaching includes the Proseminar in Behavioral and Community Sciences and Research Methods in Criminology. She collaborates with community stakeholders to translate research into actionable policies for vulnerable populations.
