Justina Jose

Dr. Justina Jose is an Assistant Professor at the School of Public Affairs, San Diego State University (SDSU), part of the College of Professional Studies and Fine Arts. Her work focuses on public financial management, particularly public debt management and infrastructure financing. She holds a PhD in Public Policy from Georgia State University, an M.Sc. in Economics from Symbiosis International University (India), and a BA in Economics from Stella Maris College (India).

Dr. Jose's research examines tools states use to oversee local government finances and their impact on fiscal outcomes. She has studied water-sewer infrastructure financing and climate-resilient projects, collaborating with Atlanta and Georgia policymakers.
