Can Chen is a tenured Associate Professor at the Andrew Young School of Policy Studies, Georgia State University, and serves as the Director of Ph.D. Programs in Public Policy. He founded and leads the Infrastructure Finance & Policy Lab (iFPL), focusing on infrastructure finance, fiscal transparency, and public financial management. His methodological expertise includes causal research designs and computational social sciences.
Dr. Chen's research has been supported by grants from the Volcker Alliance, World Bank, GASB, ICMA, and other institutions. He has authored a book on innovative infrastructure finance (Palgrave Macmillan, 2022) and published in journals such as Public Budgeting & Finance and Transport Policy. His professional service includes leadership roles in the Transportation Research Board (TRB) and the Association of Budgeting and Financial Management (ABFM).
