John Daly

John Daly is an Associate Professor at the University of South Florida's School of Public Affairs within the College of Arts and Sciences. With an appointment since 1993, he specializes in local government, public sector labor relations, human security, and organizational theory. He previously served as Director of the Public Administration Program and Founding Director of the School of Public Affairs.

Education includes a Ph.D. in Public Policy from Indiana University (1987), Master of Public Affairs from Indiana University (1982), and Bachelor of Arts in Political Science from Indiana University (1974).

Research focuses on human resource management in public sector contexts, organizational leadership, and policy implementation in developing nations. His work examines strategic management approaches in crisis situations including pandemics and resource-constrained environments.

Awards and honors include:

• Fulbright Senior Scholar grants (1998-1999, 2005-2006)
• ICMA Academic Award (2014)
• FCCMA President's Award (2014)
• ASPA Hall of Fame Award (2015)

Extensive consulting experience includes over 50 compensation studies for Florida local governments through Creative Insights Corporation. Grant funding has been secured from organizations including the Russell Sage Foundation, USF PRRN, and Hillsborough County.
