Jessica Rueter is an Associate Professor of Special Education at The University of Texas at Tyler. With over 20 years of experience, she has served as a special education teacher, educational diagnostician, and university professor. Her expertise spans assessment practices for students with disabilities and translating evaluations into instructional strategies.

Her research focuses on best practices in educational assessment and inclusive pedagogy. She actively consults with school districts in East Texas and the Dallas-Fort Worth area and has contributed to due process hearings as an expert witness.
Dr. Rueter holds leadership roles in professional organizations, including serving as President of the Council for Educational Diagnostic Services and Past-President of the Texas Council for Exceptional Children. She is affiliated with CEC, CEDS, TED, SSEPC, and TEDA.
She teaches courses on assessment, special education strategies, transition services, and developmental testing, primarily in online/hybrid formats.
