Hugo Meijer is a CNRS Research Fellow and Deputy Director for Scientific Affairs at the Center for International Studies (CERI) of Sciences Po, Paris. He founded the European Initiative for Security Studies (EISS) and serves as Senior Fellow at the Centre for Security, Diplomacy and Strategy (CSDS) in Brussels, and Honorary Researcher at the Centre for War and Diplomacy, Lancaster University.

Recent publications explore NATO's Indo-Pacific engagement, alliance networking, and the biological-social duality of human conflict. His work has appeared in International Security, Journal of Strategic Studies, and Survival, addressing topics like nodal defense structures, covert balancing, and deterrence dynamics.
