Hendrik Lackner

Prof. Dr. Hendrik Lackner is a Professor of Public Law, specializing in Administrative Law, at Osnabrück University of Applied Sciences. He serves as Academic Director of the Higher Education Center China (HZC), fostering Sino-German academic collaboration. His roles include Speaker of the Public Law Group and Study Program Officer for General and Public Administration programs.

He holds a PhD from the University of Hamburg (2003) and studied law at the Universities of Hamburg and Oxford. His career includes judicial service (2007-2011) and academic leadership roles in Germany and China. Lackner is a Guest Professor at China University of Political Science and Law (CUPL) and chairs the editorial board of the Jahrbuch Angewandte Hochschulbildung.
