George M. Kovarie is an Instructor in the Department of Social Work at Kutztown University, where he has taught since 1996. He concurrently served as Executive Director of Berks County's Public Child Welfare Agency for 25 years and has over 50 years of experience in child-serving systems. His work focuses on advancing workforce improvements in Pennsylvania's Child Protective Service Delivery Systems. He holds a Master of Social Work from Marywood University and a Bachelor of Arts in Psychology from Kutztown State College.
His research interests include child welfare workforce preparation, staff stability, and legislative recommendations for systemic improvements. He teaches courses such as 'Child Welfare & Social Work Practice' and 'Family Group Decision Making.' Professional roles include membership on the Pennsylvania Attorney General's Medical/Legal Advisory Board on Child Abuse, the Board of Directors of Treatment Access and Services Center, Inc., and leadership positions at CONCERN, Inc.
Mr. Kovarie collaborates with the Pennsylvania Children & Youth Administrators Association (PCYA) and state legislators to drive systemic change in child welfare. He also serves as a consultant to Luzerne County Children & Youth Services and an expert witness in civil proceedings.
