Fred Newell is the Department Chair for Public Safety and Criminal Justice and an Associate Professor of Criminal Justice at Liberty University's Helms School of Government. He holds a Doctor of Management in Homeland Security from Colorado Technical University, a Master of Arts in Criminal Justice from American Military University, an MBA in Public Administration from Pfeiffer University, a Master of Arts in Leadership from Bellevue University, and a Bachelor of Arts in Criminal Justice from Pfeiffer University.
With 30 years of law enforcement experience, Dr. Newell retired as a Lieutenant from a major agency, supervising specialized units including SWAT and division investigations. His research focuses on:
- Public sector leadership/management (especially under the CompStat model)
- Employee motivation in justice systems
- Civil liberties and defense frameworks
- Homeland security operations
He serves as a journal reviewer and contributed to the American Corrections textbook. Professional memberships include the Southern Criminal Justice Association and International Association of Emergency Managers.
