Flavio Menezes is a Professor of Economics at the University of Queensland's School of Economics. He specializes in market design, auction theory, regulatory economics, and competition policy. Previously, he was Head of the School of Economics (2009–2015) and Foundation Director of the Australian Centre of Regulatory Economics at ANU. He holds a PhD from the University of Illinois at Urbana-Champaign.
His research focuses on energy economics, public policy, and regulatory frameworks. Notable contributions include works on electricity market design, auction mechanisms, and competition policy. He advises governments and institutions on regulatory reforms, with projects spanning Australia, Brazil, and Asia-Pacific regions.
He has authored over 85 journal articles and a textbook on auction theory (Oxford University Press). Awards include the Economic Society of Australia's best paper prize (2004) and the Prêmio Adriano Romariz Duarte (1993/94). His consulting work includes advising the Australian Energy Market Commission, ACCC, and Queensland Competition Authority.
Flavio has supervised numerous PhD and Master’s students and teaches courses on auctions, regulatory economics, and competition policy. He actively engages in public lectures and policy discussions, addressing topics like climate change, infrastructure regulation, and PPPs.
