Eric A. Heinze

Eric A. Heinze is a Professor of International and Area Studies and Interim Associate Dean of the David L. Boren College of International Studies at the University of Oklahoma. He holds the Max & Heidi Berry Chair of International Studies. His research focuses on ethical and legal dimensions of international relations, particularly humanitarian intervention, international law governing armed conflict, human rights, and genocide prevention. He has authored/co-authored major works including Global Violence: Ethical and Political Issues and Waging Humanitarian War, and co-edited the Routledge Handbook of Ethics and International Relations.

He serves as a member of the International Studies Association, British International Studies Association, American Society of International Law, and American Political Science Association. His work critiques contradictions in liberal internationalism and explores evolving norms around state sovereignty, non-state actors, and limited warfare. Recent scholarship addresses reprisals in armed conflict law and the ethics of military withdrawal strategies.

Key areas of expertise include: international humanitarian law, R2P (Responsibility to Protect) doctrine, legal frameworks for non-state armed groups, and the moral implications of limited military engagements. His analysis spans theoretical debates to practical policy applications in conflict zones like Libya, Syria, and Israel-Palestine.
