Derek Gill

Derek Gill is an Adjunct Professor with the School of Government at Victoria University of Wellington and is also affiliated with the New Zealand Institute of Economic Research (NZIER). He teaches FCOM111 in 2024 and has previously taught Stage 3 courses in Public Economics and Public Management as well as a range of short courses in Public Policy and Machinery of Government.

His educational background includes:

• MA from George Mason University of Virginia
• BA (Hons) and Diploma of Accounting from Victoria University of Wellington

Derek Gill's research focuses on digital government, international regulatory cooperation, the social investment approach, regulatory management, public sector management, interagency working, and organisational performance measurement and management. His work bridges academic research and practical policy application, drawing on his extensive experience in government agencies including the Ministry of Social Development, the State Services Commission, the Treasury, and the New Zealand Embassy in Washington. He has also been seconded to the OECD to work on public governance issues.

His recent publications show a strong emphasis on regulatory systems, international cooperation, and public sector reform, with increasing attention to digital government and resilience in the face of natural disasters. His work often addresses the practical implementation challenges of theoretical policy frameworks.

Derek Gill serves as a long-standing Board Chair and Treasurer on a number of voluntary and not for profit organisations, demonstrating his commitment to public service beyond academia.

His professional experience spans the public and private not-for-profit sectors, including roles as a general manager in a service delivery organisation, with the OECD and central agencies in New Zealand, as well as a diplomat and policy advisor.
