David P. Orr

David P. Orr, PhD, PE, is the Director of the Cornell Local Roads Program and a Senior Lecturer in the Department of Biological and Environmental Engineering at Cornell University. With over 30 years of experience in the local highway community, his work spans research and extension, focusing on low-volume roads and seasonal effects on pavements, while providing technical assistance to New York State officials.
