David Lukáš Rozumek

David Lukáš Rozumek serves as a Visiting Senior Fellow at the Centre for Economic Transition Expertise within the Grantham Research Institute at the London School of Economics and Political Science (LSE), while concurrently holding a senior role in the Monetary and Capital Markets Department of the International Monetary Fund (IMF). At the IMF, he leads initiatives on climate and environmental risk agendas, representing the institution in the Basel Committee on Banking Supervision Task Force on Climate Related Financial Risks (TFCR) and the Network for Greening the Financial System (NGFS).

He earned both master's and PhD degrees in economics from Masaryk University of Brno, Czech Republic, forming the foundation for his extensive career in financial supervision. Rozumek previously managed the Supervision Department of the Czech National Bank until 2017, overseeing banks, insurers, and pension funds, and served as a Member of the European Banking Authority (EBA) Board of Supervisors from 2011—including two terms on the EBA Management Board and a three-year tenure co-chairing the Standing Committee on Regulation and Policy (SCRePol).

His research centers on integrating climate and environmental risks into prudential financial regulation, emphasizing transition planning for financial institutions. This work addresses systemic vulnerabilities in global financial systems through regulatory innovation, particularly examining how central banks and supervisors can mitigate climate-driven financial instability while promoting sustainable economic transitions. His expertise bridges academic theory and real-world policy implementation in international financial governance.

Rozumek actively shapes global standards through his leadership in the Basel Committee TFCR and NGFS, focusing on developing frameworks for climate risk disclosure, stress testing, and scenario analysis within banking supervision. These efforts underscore his commitment to aligning financial regulation with climate objectives across jurisdictions.
