Colby Humphrey

Colby Humphrey is a Lecturer in Political Science at Baylor University teaching American government and public policy courses. His research examines infrastructure policy challenges, federalism dynamics, and broadband access disparities.

Humphrey's current work focuses on telecommunications infrastructure, broadband affordability, and the role of federal and state governments in addressing infrastructure gaps. As Research Officer for The Pew Charitable Trusts' Broadband Access Initiative, he analyzes policy solutions for broadband expansion and affordability.

His teaching portfolio includes courses on urban political processes, American public policy, and national government. Humphrey holds a PhD in Government from the University of Texas at Austin.
