Christopher R. Yukins

Christopher R. Yukins serves as the Lynn David Research Professor in Government Procurement Law at The George Washington University Law School. With extensive experience in public procurement law, he previously worked as a trial attorney with the U.S. Department of Justice handling bid protests and contract claims. Currently of counsel to Arnold & Porter LLP, he advises the U.S. delegation to UNCITRAL's Model Procurement Law reform working group and serves on multiple professional committees including the American Bar Association's Public Contract Law Section.

Professor Yukins specializes in government contract formation and performance, bid protests, Contract Disputes Act litigation, and comparative international procurement systems. His research focuses on emerging policy questions in U.S. procurement, particularly digital transformation, anti-corruption measures, green procurement initiatives, and international trade implications. He co-runs GW Law's popular colloquium series on procurement reform with Professor Steven Schooner and serves as faculty advisor to the Public Contract Law Journal.

His recent scholarly output demonstrates significant engagement with contemporary procurement challenges including AI applications (Percipient.ai), post-Loper Bright regulatory frameworks, transatlantic green procurement strategies, EU foreign subsidy regulations, and Ukraine's ProZorro anti-corruption system.
