Charles Kalinzi

Dr. Charles Kalinzi is a Senior Lecturer and Senior Teaching Fellow at the University of Portsmouth's School of Organisations, Systems and People. He serves as Course Leader for the Business and Supply Chain Management undergraduate program and is a post-doctoral researcher. His expertise lies in public procurement, strategic procurement, and supply chain management, with a focus on quantifying performance gaps in public works contracts. Previously, he held roles as Head of Department (Procurement & Supply Chain) at a Ugandan institution and as a procurement consultant across multiple African nations.

Research Interests: His work addresses procurement professionalism, strategic procurement frameworks, and the application of mixed-methods research to understand systemic gaps in public infrastructure projects. Key themes include Uganda’s public procurement sector, community roadworks performance, and cross-border procurement policies in East Africa.
