Andrew R. Homsey

Andrew R. Homsey serves as an Associate Policy Scientist and GIS Services Coordinator at the Institute for Public Administration (IPA), part of the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware, where he has contributed since 2004 through geospatial technology and public service initiatives.

He earned a BA in Geography from the University of Delaware in 1987.

His research spans critical geospatial domains:

• Database administration
• Effective communications
• Web development
• Urban regional planning
• Historic preservation
• Smart growth
