Allan Rosenbaum is a Distinguished University Professor and Director of the Institute for Public Management and Community Service at Florida International University (FIU). His work focuses on governance reform, decentralization, and legislative development, with global projects in over 80 countries. He has served as Dean of FIU’s School of Public Affairs and Services and directed the Maryland Institute for Policy Analysis and Research. Rosenbaum holds a Ph.D. in Political Science from the University of Chicago, an M.A. in Political Science from UC Berkeley, an M.S.Ed. in Higher Education from Southern Illinois University, and a B.A. in History from the University of Miami.
His research interests include democratic institution-building, local governance, and public administration education. He has authored numerous publications for international organizations like the United Nations and advised governments globally. Rosenbaum is a leader in professional associations, including the American Society for Public Administration (ASPA) and the International Association of Schools and Institutes of Administration (IASIA).
