Alan R. Ruby is a Senior Fellow and Senior Scholar at the Alliance for Higher Education and Democracy (Penn AHEAD) within the University of Pennsylvania’s Graduate School of Education. His research focuses on globalization’s impact on universities, education reform, and the role of education in developing economies. He leads graduate seminars on “Globalization and the University” and has received the School’s Excellence in Teaching Award (2006).
Mr. Ruby advises the Dean of Penn GSE’s Global Engagement office, aiming to enhance the school’s international influence. He serves as a Trustee for Nazarbayev University and Nazarbayev Intellectual Schools in Kazakhstan. His consultancy work spans the Government of India, World Bank, HEAD Foundation (Singapore), and Bhutanese/Indonesian education officials.
His career includes roles as Deputy Secretary of Australia’s Education Department, OECD Education Committee Chair, and World Bank Director for Human Development in East Asia. He co-authored influential books on education reform and globalization, including works on Kazakhstan’s higher education system.
